USDA & Identification

DHS states that pantries may request, but not require, a client to provide proof of identification or residency. Both identification and residency will now be treated the same as income – self-declared.

Agencies may continue to ask for identification and address verification, but if a client does not have it, they must not be denied service for USDA foods.
Identification and address verification items continue to be defined, by DHS, as anything with a person’s name on it. It does not need to include a photo or an address. Examples include:

  • Piece of mail
  • Utility bill
  • Insurance verification (popular option lately given drive-through services)
  • Any document that describes housing (ex: homeless in a tent camp or individuals couch surfing)
  • ID (doesn’t need to be drivers license or state ID; can be expired)
